Il a étudié les beaux-arts à l'université du Nord du Texas et a obtenu un master en beaux-arts à l'université du Texas à El Paso. English a débuté sa carrière dans les années 1980 en modifiant sans autorisation des panneaux publicitaires, transformant ainsi des messages commerciaux en déclarations subversives. Il est reconnu pour son utilisation de personnages emblématiques, tels que Ronald McDonald et le Marlboro Man, qu’il réinterprète pour critiquer le consumérisme, la politique et l’influence des médias.
